It actually looks like 1943 to me in the notice, although it's hard to say for sure because your capture is blurry.
Whatever comes after MCMXL is 10 pixels wide on your picture. The I in COPYR
IGHT and UN
IVERSAL are 2 pixels wide, and spaces 1 pixel wide. Load your capture into a image editor and do a zoom if you don't trust my figures.
Therefore, with a width of 10 pixels, whatever comes after MCMXL is more likely to be III (around 8 pixels) that II (around 5 pixels).
I think we need a higher-resolution capture before making a definite call.
